This painting is an unfinished repetition of Hayter's State Portrait of Queen Victoria. It was probably originally full length and was cut down at a later date. The outlines have been drawn and partly blocked in with colour. Paint has been laid on the shoulders, the front of the costume, the right arm, the head and the crown and on part of the heraldic background. This type of production must have been common in Hayter's studio and could have been at least partially the work of an assistant.
