This is clearly an unfinished portrait or possibly a sketch for a portrait. The age of the sitter would date it to c. 1770. The identity of the artist is more difficult to determine. Zoffany is a possible candidate but the touch seems too soft and woolly to be his. There are other artists of this date working in England (often in pastels and oils) who could be suggested.
The sitter is wearing a a short wig and white stock with indications of a jacket.Provenance
