Under Charles II, the ‘touching ceremonies’ became so popular that this proclamation was issued to restrict them to certain times of the year and limited attendance to those who had not been touched before. Nonetheless, Charles II touched almost 100,000 people during his reign – more than any other British monarch. Cat. 39
